Dublin housing pipeline shows strong momentum

The latest quarterly returns confirm that Dublin’s housing supply pipeline remains robust, with the stock of residential permissions increasing to 78,658 units.

This indicates that the surge in housing commencements seen in previous years is continuing to move into the build phase, reflected in a notable uplift in apartment construction. A total of 24,246 apartments are currently being built on active sites across Dublin.

In Q1 2026, activity on the ground continued to strengthen. Fifteen new schemes became active during the quarter, bringing 1,493 additional homes into construction phase. At the same time, 19 schemes were fully completed delivering 2,141 new homes to the market.

In total, in Q1 2026, 31,936 homes are either built or under construction across 202 active sites.

Minister for Housing, Local Government and Heritage, James Browne TD said:

“These results demonstrate sustained progress in activating Dublin’s housing pipeline and I want to see this continue robustly. The continued rise in permissions, combined with strong levels of onsite activity, shows that the system is moving in the right direction and that homes are being delivered at scale.”

Planning activity also showed movement. There were 13,647 units awaiting decision on a planning application in Q1 2026, a 5% year‑on‑year reduction. This marks a significant fall from the peak of 34,410 pending units recorded in Q4 2022 and reflects that the Government’s enhanced resourcing of An Coimisiún Pleanála has been effective in reducing the backlog.

Minister for State with responsibility for Planning, John Cummins TD said:

“The reduction in pending applications is a clear sign that targeted investment in planning capacity is working. Faster decisions mean greater certainty for local authorities, investors and developers, and ultimately support the timely delivery of new homes.”
