After graduating from Sherbrook University with a Degree in Civil Engineering, Normand spent five years with a specialised contractor before beginning his twenty-one-year career with Pomerleau at the start of its expansion in the Civil & Infrastructure sector.
Since then, Normand has taken on a variety of roles including Project Manager and Project Director, and has successfully completed many complex projects such as marine infrastructure, bridges, wastewater, industrial and wind farms.
As Regional Vice President, Normand is responsible for the continued expansion of Pomerleau’s Civil & Infrastructure division into Western Canada and has been at the forefront of its growth over the last seven years.
Normand continues to proudly develop Pomerleau’s brand in Vancouver, BC and is responsible for over 250 employees working on over $700 million of projects with prominent clients such as Defence Construction Canada and Metro Vancouver.
In her role at Pomerleau as Vice President, Pre-Construction – APEX, Magda is part of a centralized team leading the pursuit of Design-Build projects procured through alternative delivery models.
Magda holds a Master in Environment and Business (MEB) and an Undergraduate degree in Urban Planning (BES), both from the University of Waterloo.
Her experience encompasses a wide portfolio of delivering healthcare and transit infrastructure procurements, including commercial structuring and re-evaluating contractual risk management and allocation. Her experience includes the first major smart hospital in Ontario delivered through the DBFM model, as well as extensive work on the GO Transit Expansion program in partnership with Metrolinx.
At Pomerleau, Magda is instrumental in enabling the company’s growth and expansion in building construction across Canada.

Barney qualified as a quantity surveyor from Technical University Dublin in 1998. Initially working with SIAC Construction as part of their small contracts division, he then moved on to large infrastructure projects. Barney then relocated to the United States where he worked on commercial, industrial and residential projects ranging from logistical parks to city infill multi storey projects. Barney has been based back in Ireland since 2008 and has been involved in projects utilizing multiple build methodologies, including RC, structural steel, masonry, off-site modular and precast. In his current role, Barney leads a diverse building team which has and continues to deliver units to local authorities and approved housing bodies.

CIF is hosting a Directors’ health and safety responsibilities webinar on April 25 @ 2:30 pm - 3:30 pm.
Health and safety laws impose specific obligations on organizations and employers, and directors can be held personally accountable if these obligations are not met. In industries such as construction, where safety risks are inherent, these responsibilities carry significant importance. In essence, board members are jointly and individually responsible for ensuring health and safety compliance. This session will examine these responsibilities and strategies for effectively addressing them.
Speaker: Clare Cashin, Partner, Philip Lee Solicitors
Clare is a partner in the Projects and Construction group of commercial law firm, Philip Lee LLP. She specialises in disputes and regulatory matters within construction. She is a noted health and safety law practitioner in the construction industry, has many years of experience in advising clients and representing them in health and safety prosecutions. She lectures in Trinity College Dublin and University College Dublin on the statutory regimes. She sits on the committee of the Health & Safety Lawyers Association of Ireland and contributes to various periodicals on the subject.

A recommendation for new minimum pay and pension contribution rates for workers in the construction sector has been accepted by the Labour Court.
Neale Richmond, Minister of State for Employment Affairs and Retail Business said:
"I am pleased to approve this Sectoral Employment Order (SEO) for the construction sector which will commence on 18 September 2023.
"This SEO will provide for increased rates of hourly pay for workers in the construction sector, as well as amendments to the minimum pension contributions. Further increases in pay will commence from 5 August 2023.
New Minimum Pay and Pension Contribution Rates for Workers in the Construction Sector.
"From September 18, craftspeople will see their hourly rate increase to €21.49; those workers in category A, including those with an advanced Scaffolding Card and who have four years’ experience – bank operatives, steel fixers, crane drivers and heavy machine operators will receive €20.86 per hour; and workers in Category B, skilled general operatives with more than two years’ experience, will receive €19.35 per hour.
"This SEO will make a real difference to workers in the sector not only by increasing rates of pay but also by providing certainty for workers. The inclusion of a legally binding disputes procedure will also ensure that any disputes that arise in the sector can be addressed effectively and fairly.
"Apprentices will also benefit from this SEO, with an increase in their legal minimum pay, including time they spend in education.
"Ensuring that our construction industry is strong and dynamic is a priority of the government, as this is crucial to meeting our housing needs. By supporting those workers currently in the industry, as well as ensuring it remains an attractive career for young people, we can ensure that the high standard of talent and skills we have in the industry will remain into the future."
In accordance with the requirements of the Industrial Relations (Amendment) Act 2015, Minister Richmond has referred the matter before the Houses of the Oireachtas to seek a resolution approving the making of an Order giving effect to the recommendations.
